Just how expensive is the universal prescription drug entitlement Congress enacted with the passage of the Medicare Modernization and Prescription Drug Act of 2003? Clearly, the $400 billion cost over the next ten years is only a down-payment. How much will this legislation cost in the ten years after 2013, particularly when the Baby Boomers start to retire? How will it affect federal spending and the federal budget? How will the bill affect the growth of the Medicare program? Will this provision of the new legislation help to contain costs?
