Denounced by its critics as an energy-rationing scheme, and hailed by its supporters as a measure to counteract the dire consequences of global warming, the "Climate Stewardship Act" (S. 139), co-sponsored by Senators Joe Lieberman (D-CT) and John McCain (R-AZ), is likely to be voted on in the Senate next week. This legislation would impose caps on carbon dioxide emissions from the U.S. power, manufacturing, and transportation sectors. Are the bill's opponents correct? Would the Kyoto-like Lieberman-McCain proposal have an adverse impact on the U.S. economy and do very little to address the potential problem of global warming? Or, are its proponents right? Would this bill curb higher temperatures and dangerous ecological consequences of global warming without seriously harming our economy?
