Research throughout the past few years has confirmed what parents have always known: School choice works. Choice engages parents and engenders market-based competition that results in improvements in public schools. The dream of educating all children to be literate, knowledgeable, and free is fully compatible with choice and market diversity; in fact, this goal is attainable only when all parents are empowered with the opportunity to guide their children's education. State by state, policies and programs to increase educational options for families are being proposed, debated and enacted. School Choice 2003 provides an encyclopedic survey of this ever-changing landscape. The book and its new companion web site are essential resource tools for those actively engaged in advancing parental choice in education across our Nation.

"There's no better guide to the complimentary education reform movement than School Choice 2003: How States Are Providing Greater Opportunity in Education. Without question, having this indispensable Heritage series on parental choice at our disposal was a great help as we successfully enacted school choice in Colorado in 2003"
- Colorado Governor Bill Owens
