While the Senate still debates creating a Department of Homeland
Security (DHS), the Department of Defense has almost finished
reorganizing its command structure to meet the nation's homeland
security needs. The new Northern Command (NORTHCOM) will begin
operating on October 1. How will NORTHCOM improve the Defense
Department's ability to secure the homeland? How will it relate to
the DHS, other federal agencies and State and local bodies with
security responsibilities? Will NORTHCOM carve out an appropriate
homeland-security role for the National Guard? And how will it
coordinate with the defense ministries of Canada and Mexico to
ensure it has a truly continental perspective of our security
