Iran. Iraq. The war on terrorism. Israel and Hamas. These are the issues that are at the front of Americans' thoughts. They are issues that President Bush will have to address in his fifth State of the Union address.

Last year, Bush laid out "an ambitious and visionary" agenda for spreading freedom around the world, writes Helle Dale. This year, he needs to fill in the details.

Dale puts forward a foreign policy wishlist for the address, on issues from confronting Iran to alleviating world poverty. Freedom and democracy are the watchwords. How they translate into policy is the question.
