Tim Kane is a Visiting Fellow at The Heritage Foundation's Center for International Trade and Economics (CITE) and is one of the think tank's leading scholars on economic policy issues.

Before becoming a Fellow in October 2007, Kane was Director at CITE, where he was the lead editor and author of the annual Index of Economic Freedom, one of Heritage's most prestigious publications, which is co-published by The Wall Street Journal.

As Director, Kane oversaw a major redesign of the Index in 2007, which made it more user-friendly and more objectively data-driven in its analysis of economic freedom in 157 economies worldwide.

Kane has been a research scholar at Heritage since 2004, initially serving as a macro-economist and Bradley Fellow in Labor Policy in Heritage's Center for Data Analysis. A graduate of the U.S. Air Force Academy in 1990, Kane earned a bachelor's degree with a double major in economics and political science. He earned a doctorate in economics at the University of California- San Diego in 2001 after completing thesis research on how technology diffusion affects economic growth in poor countries and the need for a regional technology leader to help foster growth in neighboring nations.

Kane's Heritage research has had great impact in a variety of policy debates. His pioneering work on the deployment and demographics of the U.S. military have been some of the most highly cited papers in Heritage's history.  In October 2006, his "Who Are the Recruits? The Demographic Characteristic of the Military Establishment" report dispelled liberal myths about the quality of volunteer recruits in the U.S. armed forces by using Pentagon data showing that wartime enlistees were better educated and from wealthier neighborhoods than their civilian peers.

Kane, a former Air Force intelligence officer, wrote: "In contrast to the patronizing slanders of antiwar critics, recruit quality is increasing as the war in Iraq continues. Although recent recruiting goals have been difficult to meet, reenlistment is strong and recruit quality remains high."

Dozens of media outlets cited Kane and his research, including The Wall Street Journal and The Washington Post. He also wrote a New York Times opinion essay on the subject in 2006.  Even FOX News Sunday host Chris Wallace cited the report in a November 2006 interview with Rep. Charles Rangel (D-NY), who advocated reinstating the military draft.

Kane's 2004 research on the false signals of job losses in Labor Department data also changed the "jobless recovery" debate.  He has also aggressively challenged the anti-globalization movement, debunking claims about outsourcing and American decline, and has published groundbreaking research on the deployment of U.S. forces globally.

As an expert on economics, he has provided commentary for CBN, CBS, CNN, CNNfn, C-SPAN, FOX News, National Public Radio, Bloomberg TV and radio, and many other media outlets. His commentaries have appeared in newspapers nationwide including USA Today, The New York Times, The Los Angeles Times, and the San Diego Union-Tribune.

In 2002, Kane ran for California's 53rd Congressional District seat. He earned endorsements from former Sen. Robert Dole, economist Arthur Laffer, Adm. James Stockdale and Sybil Stockdale.

An accomplished scholar, Kane was a senior economist at the Joint Economic Committee of the U.S. Congress and a professor of economics at Occidental College and San Diego State University. He taught courses in economic growth and development, macroeconomics, entrepreneurial economics, and public finance.

Kane is also a successful entrepreneur, having founded multiple software firms in San Diego. His first company was acquired in 1998. The second firm, venture-financed in 1998, was recognized as the 1999 Software Startup of the Year for San Diego.  Kane led the financial negotiations for both companies and also managed marketing and Internet technology teams.

Before that, Kane served as an intelligence officer in the U.S. Air Force, serving two tours of duty in Asia before finishing his career at Andrews Air Force Base. He specialized in human intelligence and combat interrogation, working on classified projects with the CIA, Defense Intelligence Agency, National Security Agency, and the Pentagon. He retired from the service with the rank of Lieutenant Colonel.

Kane lives in Northern Virginia with his wife, Hiromi, and their children.
