America Loses by Changing the Rules on Trade
By Terry Miller and Daniella Markheim
House Speaker Nancy Pelosi's sudden desire to change the rules on trade agreements carelessly throws into doubt a process that has brought unprecedented economic prosperity to millions of Americans — and billions more worldwide.

International Trade as an Engine for Development
By Ambassador Terry Miller
(WebMemo #1936)
International trade is fulfilling its promise as the most significant source of external financing for development, surpassing all other external sources combined. In the first five years following the adoption of the Monterrey Consensus, exports from emerging markets and developing countries have grown, according to the International Monetary Fund, at an average annual rate of almost 11 percent. Current account balances for those countries have grown from $78.4 billion in 2002 to $596 billion in 2006.

China's Undervalued Currency Benefits Americans
By Ambassador Terry Miller
(WebMemo #1919)
Politicians looking for quick fixes to perceived U.S. economic ills have focused yet again on trade. The China Currency Manipulation Act of 2008 was introduced in the United States Senate on April 3 by Senators Jim Bunning (R–KY), Debbie Stabenow (D–MI), and Evan Bayh (D–IN).  Presidential candidates Senator Hillary Clinton (D–NY) and Senator Barack Obama (D–IL) both endorsed the legislation while campaigning in Indiana.

Getting Better, Not Bitter, in Pennsylvania
By Ambassador Terry Miller
(WebMemo #1895)
The recent firestorm over Senator Barack Obama's comments about Pennsylvania's "bitter" voters has focused on charges of condescension and on the perceived denigration of gun ownership and religion. The Senator’s attitudes and tone are certainly fair game in an election year, but the more interesting issue is his facts: Are Pennsylvanians in fact "bitter?" Are there communities that have stagnated for "25 years?"Are there no jobs? Is there no hope?

Economic Freedom: Revolutionary Empowerment for Women
By Ambassador Terry Miller
(Heritage Lecture #1073)
To be informed voters, we have to read between the lines, be aware of nuance, judge emotional intensity, and look at the candidates’ records. Trade benefits society as a whole, and when our political candidates are saying something different, we need to listen carefully and cautiously. The changes they are promising could wind up costing us all dearly.

Trade Policy and Election Promises: Does the Rhetoric Match the Facts?
By Ambassador Terry Miller
(Heritage Lecture #1072)
To be informed voters, we have to read between the lines, be aware of nuance, judge emotional intensity, and look at the candidates’ records. Trade benefits society as a whole, and when our political candidates are saying something different, we need to listen carefully and cautiously. The changes they are promising could wind up costing us all dearly.

Understanding the Democracy Deficit at the U.N.: The G-77, Non-Aligned Movement, and Organization of the Islamic Conference
By Ambassador Terry Miller
(Heritage Lecture #1061)
U.N. advocates describe one country/one vote decision making as embodying the best principles of democracy, but it is actually quite different. The governments casting their equal votes in the General Assembly represent vastly different numbers of people, and when many of the states casting those votes are not themselves democratic, one may legitimately ask whose voices their votes represent.

To Render Unto Caesar: Tax Policy for Developing Countries
By Ambassador Terry Miller
(Heritage Lecture #1056)
No tax policy is likely to succeed (certainly not in a democracy) unless basic questions of fairness and justice are answered to the satisfaction of the population as a whole. Governments that make the tax process as simple, as honest, as transparent, and as fair as possible will bring benefits both spiritual and economic to their people.
