Freedom Is Still the Winning Formula

It would be a shame if countries respond to the downturn with policies that further retard growth.
As former Texas Longhorn coach Darrell Royal liked to say, when faced with a challenging bowl game, you need to "dance with the one who brung you" to the party. Mr. Royal meant that even when faced with daunting new challenges, one would be well advised not to abandon a winning formula that had already brought success. That is good advice as the United States and other economies face the daunting task of restoring economic growth.

Global Trade Liberalization Continues, But Risks Abound

The 2010 rankings of trade freedom in countries around the world, developed by The Heritage Foundation as part of its annual Index of Economic Freedom, show many countries moving ahead to lower tariffs and cut other barriers to trade. Other countries, however, are standing still or moving backward in response to protectionist political pressures and are likely to find themselves falling behind, with lower growth rates and stagnating economies.

High tax rates deprive companies of both the means and the incentive to take advantage of new market opportunities or technological changes that can improve productivity. Most advanced countries in the world have responded to new global economic realities by slashing corporate tax rates. The U.S. stands almost alone in having resisted such cuts, and its corporate tax rates are now among the highest in the world. Future U.S. prosperity depends on the willingness of our political leaders to resist populist anti-corporate dogma and make the necessary adjustments to keep the U.S. economy competitive.

International trade is fulfilling its promise as the most significant source of external financing for development, surpassing all other external sources combined. In the first five years following the adoption of the Monterrey Consensus, exports from emerging markets and developing countries have grown, according to the International Monetary Fund, at an average annual rate of almost 11 percent. Current account balances for those countries have grown from $78.4 billion in 2002 to $596 billion in 2006.

The China Currency Manipulation Act of 2008 was introduced in the United States Senate on April 3 by Senators Jim Bunning (R–KY), Debbie Stabenow (D–MI), and Evan Bayh (D–IN). Presidential candidates Senator Hillary Clinton (D–NY) and Senator Barack Obama (D–IL) both endorsed the legislation while campaigning in Indiana.
