Diem Nguyen Salmon

The Davis Institute for National Security and Foreign Policy at The Heritage Foundation
Diem Nguyen Salmon is the Senior Policy Analyst for Defense Budgeting in the Heritage Foundation’s Allison Center for Foreign Policy Studies. Intimately familiar with both U.S. defense platforms and government contracting practices, she brings special expertise to questions of defense hardware investment.
Prior to joining the Heritage Foundation, Salmon worked at the Washington, D.C., headquarters of the Avascent Group, a leading independent strategy and management consulting firm. There, she led the development of an on-line database of domestic and international defense spending. Ultimately, she was named manager of Avascent Analytics, a global defense spending data subscription business widely used by both defense contractors and national governments.
This is now Salmon’s second tour of duty with Heritage. From 2007 to 2009, she served the Allison Center as a Research Assistant concentrating on national security issues. During that period, she authored more than 20 research papers on defense and homeland security topics.
Salmon holds a bachelor’s degree in political science from the University of California, Irvine, and a master’s in international relations from the School of Advanced International Studies at The Johns Hopkins University.
