Katherine "Kiki" Bradley focuses on family and societal issues, with particular attention to welfare policy, as a Research Fellow in The Heritage Foundation's DeVos Center for Religion and Civil Society. Bradley's work concentrates on how to develop the next phase of welfare reform and transform other programs created to assist low-income families.

Before joining Heritage in 2009, Bradley for two years managed or oversaw the nation's largest cash welfare program at the U.S. Department of Health and Human Services.

She was the associate director of the Temporary Assistance to Needy Families (TANF) Bureau, then the deputy director of the Office of Family Assistance. She also was responsible for the Healthy Marriage and Responsible Fatherhood grant program.

Bradley has 12 years of Capitol Hill experience as a staffer in the House of Representatives, including eight years as a domestic policy adviser to former Speaker J. Dennis Hastert (R-IL). She briefed Hastert on welfare reform, education, housing and financial services, among other issues.

In 1996, Bradley was legislative director to then-Rep. Jim Talent, R-Mo., author of the TANF legislation. In 2005, she participated in negotiating reauthorization of the welfare program as part of the Deficit Reduction Act.

Bradley worked briefly for Heritage in the early 1990s. She graduated from DePauw University in Greencastle, Ind., with a bachelor of arts degree in political science. She and her husband, Neil, live in Chevy Chase, where she enjoys gardening and playing tennis on weekends.
