Kay Coles James
Heritage Trustee Since 2005
Kay Coles James was the former director of the federal Office of Personnel Management. As director, she ran an agency charged with the personnel administration of 1.8 million federal workers. The agency itself had more than 3,600 employees nationwide, an annual budget of more than $261 million and trust funds that yielded more than $29 billion.
Before becoming director, James served as a Heritage distinguished fellow and director of its Citizenship Project. Prior to that, she was dean of the School of Government at Regent University and served as chair of the National Gambling Impact Study Commission. She is a graduate of Hampton University and has received numerous honorary degrees and awards, including the University of Virginia's Publius Award for Public Service. James is married to Charles James Sr., has three children and one grandchild. She lives in Fairfax, Va.
