| Federal DOMA in 1996: |
This senator voted for the federald DOMA in 1996 but against the Marriage Protection Amendment in 2004 and 2006. |
| Senator's Comments: |
From website: February 27, 2004: I voted for the Defense of Marriage Act in 1996 which supported keeping the legal definition of marriage as the union between a woman and a man. I also favor providing legal protections for gay and lesbian couples who want to live together in a committed relationship, and I believe that civil unions can provide that legal protection. States have begun to deal with this issue and I believe that is the appropriate place for the resolution of this issue to take place. Our U.S. Constitution has traditionally been used to expand rights, not to restrict rights, and I do not support amending it.

| Federal DOMA in 1996: |
This senator was elected in 2002, therefore not present for the federal DOMA vote in 1996. The senator voted against the Federal Marriage Amendment in 2004 and 2006. |
| Senator's Comments: |
I will oppose the federal marriage amendment to the U.S. Constitution in such a form as the amendment is now being proposed. I believe that the legal aspects of marriage should continue to be a state responsibility and that it is not necessary to amend the Constitution. -2-24-04 statement (in part)
