In July, Congress passed one of President Bush?s top legislative priorities ? Trade Promotion Authority or TPA. TPA means more, higher-paying jobs for American workers, farmers and ranchers and a higher quality of life for all American families. To ensure that all Americans realize the benefits of free trade, Commerce Secretary Don Evans has made compliance with trade agreements a top priority.
