Interior Department Secretary Gale Norton?s 4 C?s ? conservation through cooperation, communication, and consultation ? builds upon the three foundations of environmental performance, partnerships, and private stewardship. It offers a positive environmental vision that transcends the punitive, prescriptive, process-focused approaches to environmental protection that dominated environmental decision making over the past three decades.

The Interior Department is working to translate the 4 C?s vision into practice for grazing, endangered species, and conservation policy. As the Department of the Interior Assistant Secretary for Policy, Management and Budget, Lynn Scarlett is responsible for providing policy guidance and administrative and fiscal oversight of the Department, including the divisions of personnel, budget, and policy.
