Increasing homeland security measures and maintaining protection of civil liberties are often discussed as irreconcilable interests, yet it is important to recognize that these two needs are not necessarily opposed to one another. It is imperative that policy makers find ways to coordinate and fuse these needs into a cohesive policy that will not only secure America’s physical borders from intrusion, but will ensure that the freedom and individuality that define the American way of life do not become the next casualties of global terrorism.

The Heritage Foundation is proud to host Mr. Daniel Sutherland to speak on the issues surrounding Homeland Security and Civil Liberties. Mr. Sutherland provides legal and policy advice to the Department of Homeland Security’s senior officers on civil rights and civil liberties issues, working to find innovative ways to achieve the integration of homeland security strategy and the protection of individual rights and liberties. His office is committed to informing policy within the DHS on topics such as racial and ethnic profiling, identity documents and biometrics, the detention of immigrants after 9/11, and strengthening civil liberties training at the Federal Law Enforcement Training Center. Mr. Sutherland will be discussing the Office of Civil Rights and Civil Liberties’ first report to Congress, released this month, which details the implementation of civil rights and liberties policies within the DHS.
