Consumers in Anaheim, California will soon be enjoying a choice in video providers. Thanks to advances in digital technology, video service can now be transmitted via phone lines. In March, the city government approved AT&T’s request to offer such service, the first in California to do so. Consumers in other cities, however, may not be so lucky, as cable TV franchise rules stand in the way of this new technology. Relief the way, however, as Congress considers this month legislation to expedite TV choice.
