Since the enactment of Health Savings Accounts (HSAs) just three years ago, the Association of Health Insurance Plans (AHIP) estimates that over 3.2 million Americans have enrolled in such programs. HSAs have proved to be an important step toward providing individuals with more health care choices. Clearly, through technical improvements and program expansions, policymakers can build on this initial record of success to improve the function, availability and flexibility of HSA plans.

As the author of legislation to create Health Savings Accounts in Medicaid – passed into law as part of the Deficit Reduction Act – Representative Mike Rogers has been a leader in efforts to inject greater free market principles into America's health care delivery systems. Please join us as he outlines his new proposal – The HSA Portability and Accessibility Act – and opens a discussion on these and other initiatives designed to bring consumerism and individual responsibility into our health care system.
