Last month, President Bush announced a “national goal” for broadband communications, stating “we ought to have … universal, affordable access for broadband technology by the year 2007.” But what does this mean? What does broadband mean to the average American and to the economy? What kind of policies should be followed to help meet such a goal? Is the answer industrial policy or simply getting government out of the way?
