Social Security was created to insure Americans against the risk of running out of money in retirement and to ensure all an adequate monthly income to afford a decent retirement. Clearly, the current system’s structure cannot achieve these goals, and true reforms are required. A key element for beginning to deal with the program’s “financing crisis” is the bold idea of Progressive Indexing. Through Progressive Indexing, the unsustainable growth of the entire program is reduced over time and resources are focused more and more on those needing retirement help the most – lower income workers. Progressive Indexing offers a fair and equitable way to structure future benefit increases to protect those most dependent upon Social Security during retirement while preserving the principle that all Americans both pay into Social Security and receive benefits.

Join us as three of The Heritage Foundation’s leading experts on Social Security reform address questions that have been raised about this bold concept and its role in preserving the principle of social insurance for workers at every income level.
