In 2006, Congress created the Secure Freight Initiative, an initiative test screening all shipping container cargo bound for the United States at a handful of selected ports. Last year Congress passed the 9/11 Commission Act of 2007, mandating the inspection of all U.S. bound containers from all overseas ports. This April, the Department of Homeland Security is expected to report to Congress on the status of the Secure Freight Initiative.
