In November 2005, the Department of Homeland Security released its Secure Border Initiative (SBI), a comprehensive multi-year plan to secure America’s borders and reduce illegal migration. The Homeland Security Appropriations Bill of October 2005 included an 11% increase for U.S. Customs and Border Protection – bringing total funding to more than $7 billion. These funds were to enable DHS to implement the SBI by increasing physical presence at the border through the hiring an additional 1,000 Border Patrol agents, fielding the most effective mix of current and next generation technology with appropriately trained personnel, and, ultimately, maintaining operational control of both the northern and southern borders within five years. David V. Aguilar was named Chief, Office of Border Patrol, in July 2004. As the nation's highest ranking Border Patrol officer, Chief Aguilar directs the enforcement efforts of more than 11,400 Border Patrol Agents nationwide. Chief Aguilar brings to the job the knowledge and expertise gained from more than 26 years of service with the Border Patrol.
