The Electoral College and National Popular Vote Plan

Join us as the State Government Leadership Foundation and The Heritage Foundation examine the Electoral College and the effort being made to effectively abolish it with the National Popular Vote Plan. This state compact would force states to allocate their electoral votes to the winner of the national popular vote, rather than the winner of the popular vote in their state. NPV proponents claim the compact does not require congressional approval and can change the Electoral College without amending the Constitution.

Senate Republican  Leader Mitch McConnell (R-KY) will provide keynote remarks. Five Secretaries of State – as the chief election officials in their respective states who would be responsible for administering the unconstitutional NPV plan, if it became law – will address their concerns with this proposal. Former Federal Election Commission member Hans. A. von Spakovsky, Senior Legal Fellow at The Heritage Foundation, will moderate.
