The 2011 Deficit Reduction Act requires the House and the Senate to schedule a vote on a Balanced Budget Amendment before the end of the year. As of November 1, 18 different BBAs were under discussion. All had varying degrees of limitation. Of primary importance, however, is finding a Balanced Budget Amendment that clearly achieves the goal of limiting the size and scope of the federal government. What are the important differences of these BBA proposals? Will any of them truly force budgetary discipline? Will Congress proceed boldly or resort to "kicking the can down the road" again?
