As Vice President of External Relations at The Heritage Foundation, Becky Norton Dunlop is the think tank's "chief ambassador" to outside audiences – especially other conservative groups and institutions around the country and the globe.

At Heritage, Dunlop oversees three Heritage departments – Coalition Relations, Lectures and Seminars and the Young Leadership Program – engaged in strategic communication of conservative ideas and values to leaders and groups in the public and private sectors. 

Before joining Heritage in 1998,  Dunlop ran her own strategic management and communications consulting firm, and served as Virginia's Secretary of Natural Resources for then-Gov. George Allen. Before that, she served in President Reagan's White House, including deputy assistant to the president and assistant secretary for fish, wildlife and parks in the Interior Department. "It was one of those mountain top experiences," Dunlop said of her days with Reagan in 2004, when he died at 93. "He was a true original."  

She has also served in the administration of President George W. Bush. In 2003, Bush appointed her as chairwoman of the Federal Services Impasse Panel, which handles disputes between government agencies and labor unions.       

Dunlop currently serves on the boards of a number of organizations including:  The Virginia Institute for Public Policy, the Counsel for National Policy, the Family Foundation of Virginia, the Reagan Ranch Board of Governors, the Reagan Alumni Association, the Association for American Educators Foundation, the American Conservation Union, the National Conservative Campaign Fund, and the Phillips Foundation.  She also is a Senior Fellow with the Alexis de Tocqueville Institute, which published her book, Clearing the Air, in 2000 and is a Visiting Fellow with the Atlas Economic Research Foundation.

Her speeches and lectures – which put her on the road an average 60 days a year – have been presented to a broad range of audiences on diverse topics.  These have included student groups from K-12 to law students, political audiences, civic groups, government organizations, and business groups. Her talks discuss current topics and why they should be guided by conservative principles. She also speaks about aspects of the Reagan Presidency and Ronald Reagan's unique and effective leadership style.  She is a popular speaker on the subject of energy and environment from a free market perspective, having served in senior level government positions bringing these principles to practical application. 

Dunlop is a graduate of Miami University in Ohio. She is married to George S. Dunlop who currently serves as Deputy Assistant Army Secretary. They live in Arlington, Va., and are members of the Oakland Baptist Church in Alexandria, Va.
