Promote Andean Free Trade But Limit Preferences

Congress should act quickly on bilateral free trade agreements signed between the United States and allies Peru and Colombia. Such agreements benefit the economies of all partners and enhance a growing free trade bloc. Extending trade preferences for a short time to Bolivia and Ecuador could sustain market openings while leaders decide on permanent reciprocal agreements.

On April 12, the United States and Peru concluded negotiations for the United States-Peru Trade Promotion Agreement, a major advance in economic and security relations between the U.S. and Latin America's fifth most populous country. Peru's legislature has already approved the deal, and it now awaits action in the U.S. Congress. Economically, this free trade agreement (FTA) with Peru will benefit producers in both countries with greater market access and consumers with less expensive products.

The Bush Administration should oppose calls for higher tariffs on Chinese products and instead negotiate a rapid reduction of Chinese trade tariffs. If China tries to force U.S. firms to invest in plants and equipment in China, the Administration and Congress should reassess policies on technology transfer to China. Greater economic freedom in China, not less economic freedom in the United States, will bring sustained benefits for both countries.

On September 23, 2003, the World Bank Group and the Board of Governors of the International Monetary Fund (IMF) will meet in Dubai to discuss the work of their respective institutions in international monetary and development issues. This meeting would be worth its high expense if the discussion were centered on these institutions' own reform rather than on how they should intervene in developing countries.
